Well, for this you need to have a well integrated plan. You would have perhaps tried various methods but these all will be affective if they are done in combination.

The first thing to do is to treat your pets. Dogs and cats are the first breeding place of fleas. If you want to get rid of them, you have to treat your pets with anti-flea medicines that can be purchased from any pet shop, vet clinic or can be availed from online sites. These medicines can be regularly applied on the pets unless they are completely out of it. Otherwise, you may try using special flea combs that can be used in a manner that fleas are combed out of the fur. One can initially begin with combing the head, near the ears and then gradually moving towards the tail and under the arms. After the combing has been completed, it is necessary to put the comb immediately into a jar full of soapy water, so that all the fleas that have come out do not escape and get trapped inside the soapy water.

The second thing is to control the infestation of flea inside the house and outside the house. For this you need to clean these areas regularly to avert the chances of getting flea infestation.
